Au début de l’année 2019, la sécheresse a durement frappé une partie du pays. Puis, depuis juillet, des inondations exceptionnelles ont touché un million de personnes. Elles ont détruit des champs prêts à être récoltés. Conséquence : il manque 73 000 tonnes de céréales pour la campagne 2019. Chaque année, le Soudan du Sud a besoin de 1,3 million de tonnes de céréales pour subvenir aux besoins de la population. En fait, il ne parvient à en produire que la moitié.
