European Commission - Joint Research Centre ; EC Senior Expert - EC Principal Administrator - Scientific Leader of Water Management in Developing Countries ; Dr. César Carmona-Moreno is a senior researcher with more than 30 years of experience in the field of computer science and mathematics applied to the environment. He obtained his PhD from the Institut National Polytechnique de Toulouse (France) in 1991 and was awarded the French Léopold Escande Prize for research excellence.
In 1993, Dr. Carmona-Moreno was also awarded the Nature Prize for his innovative work at the French Space Agency (CNES) on Differential Interferometry Synthetic Aperture Radar (DInSAR). Since 1997, he has been leading research projects for the European Commission (EC) at the Joint Research Centre (JRC), where he currently leads the JRC GLOBSCIENCE portfolio and the JRC's water resources management activities in developing countries as Senior Expert of the European Commission.
On the European Commission behalf, Dr. Carmona-Moreno has managed numerous research programmes in developing countries, such as the coordination of the scientific activities of the EUROCLIMA project for the assessment of the impact of climate change on natural resources in Latin America. He has also been the coordinator of the EC support to the networks of centres of excellence in water sciences in Latin America (RALCEA) and Africa (AUDA-NEPAD centres of excellence) and, within these frameworks, he contributes to the strengthening of the human capacity development programme and of research activities at continental levels.
Dr Carmona-Moreno and his team coordinate the European Commission's scientific component on transboundary basins in Africa and conduct research under the NEXUS programme on water, energy, food security and ecosystems in the transboundary rivers of Senegal, Niger, Zambezi, Nile, Tanganyika, Chad, Okavango. Dr Carmona-Moreno sits on a number of international scientific boards involving United Nations, World Bank, African Development Bank, International Network of Basin Organisations as representative of the European Commission.
