The Western CoE carried out a stakeholder analysis of the water sector in their region. You can find their study and findings attached. These were presented at the workshop in Abuja, Nigeria (February 11-15, 2013) in the framework of the European Commission (EC) support project to the African Union/NEPAD Networks of Water Centres of Excellence implemented by the EC Joint Research Centre (JRC).
