Les premières études du Programme pour la gestion intégrée des inondations

Les activités du Programme de gestion intégrée des inondations ont commencé en fin 2015 en Afrique de l’Ouest. Les premières études pays au Mali, Bénin et Côte d’Ivoire sur l’état des lieux et l’évaluation des besoins sur la gestion des inondations dans le bassin de la Volta sont disponibles. Ces études ont été partagées avec le cabinet international de consultants PEGASYS.

Sénégal, le PNE célèbre la JME avec les partenaires nationaux

Le président et 3 membres du Comité de coordination du PNES ont activement pris part aux différentes manifestations organisées à Saint Louis dans le cadre de la Journée Mondiale de l’Eau 2016. Le PNES a contribué à la diffusion de deux communications écrites lors du Panel organisé à l’Hôtel DADA. Le panel scientifique s’est tenu sur le thème «  Eau et Emploi » et présidé par Monsieur Mansour FAYE, Ministre de l’hydraulique et de l’assainissement en présence de Monsieur le Gouverneur  de la région de Saint Louis.

Le PNE Mali se prépare à la mise en œuvre du projet de démonstration

Le PNE Mali a signé un protocole de mise en œuvre avec l’ONG AED Mali pour la mise en œuvre du projet de démonstration dans le cadre de Projet de Gestion Intégrée de la Sécheresse.  Des enquêtes dans les 5 villages sélectionnés dans la commune rurale de Gouendo ont été faites.

PROGIS-AO, recherche de financement

Il s’agit d’une activité continue aux niveaux national et régional qui se souligne par des appuis techniques et financiers avec des partenaires dans la mise en œuvre des activités du PROGISAO. On peut noter pour les cas des projets de démonstration une contribution des partenaires du PNE Burkina Faso y compris celle du PNE-BF à hauteur de 43% soit 16 166 euros, une contribution de 12% soit 3046 euros pour les partenaires du PNE-Mali et pour les partenaires du PNE Niger, il est noté 13 225 euros représentant 38 % pour le Niger.

PROGIS à la Journée Africaine de l’environnement

La Chargée de POGIS a pris part à la commémoration de la journée africaine de l’environnement «Wangari Maathai Day »  de l’Union Africaine à Addis Abeba, Ethiopie du 1er au 06 mars 2016. L’occasion a été saisie pour prendre connaissance de plusieurs initiatives africaines pilotées par les femmes et qui permettent leur autonomisation et leur indépendance financière.

Rencontre du Comité Technique régional du GWP/AO

Le Comité Technique régional s’est réuni pour la première fois depuis sa mise en place les 30 et 31 mars 2016 dans les bureaux du GWP/AO avec le Secrétariat et le Président. La rencontre a permis aux membres du Comité technique de se mettre à jour sur la dynamique en cours au sein du GWP, en cette période de transition vers le programme de travail 2017-2019 en vue de construire son positionnement pour y contribuer de la manière la plus efficace possible

Réunion du Comité Budget et Finance du GWP/AO

Le Comité Budget et Finances est une commission ad hoc mis en place au sein du Comité de Pilotage pour examiner les documents relatifs aux plans de travail successifs, aux budgets et aux rapports d’activités et financiers pour donner son avis sur le niveau d’exécution des budgets du GWP Afrique de l’Ouest. C’est en cette qualité que le CBF s’est réuni les 31 mars et 1er avril 2015 au siège du GWP/AO à Ouagadougou pour étudier l’ensemble des documents qui seront soumis au Comité de Pilotage

Visite du président au Secrétariat pour préparer les rencontres statutaires

Pr. Abel AFOUDA a effectué une visite de travail au Secrétariat du 21 au 26 mars 2016 pour échanger avec le personnel sur les questions de gestion courantes et la mise en œuvre des activités de projets.

Il a échangé avec le SE sur l’agenda de la rencontre électronique du Comité de Pilotage. En prélude à cette rencontre la réunion des membres du Comité Budget Finances (CBF) du CP aura lieu les 31 mars et 1er avril à Ouagadougou.

PNE Niger, gestion des projets au niveau national

Le PNE Niger s’est impliqué dans le traitement du dossier relatif à la transmission au CP Mékrou des données collectées lors de l’étude sur la situation de référence du Bassin Transfrontalier de la Mékrou.

Gestion de la vulgarisation de l’Accord-Cadre de coopération pour la promotion du dialogue politique dans le sous bassin transfrontalier de la Mékrou

La version scannée dudit Accord-cadre a été transmise à tous les membres du Comité Consultatif, à tous les partenaires, aux Ministres de tutelle des 9 Etats de l’ABN à travers les Structures Nationales Focales de l’ABN, à la Coordination Régionale des Usagers et usagères des ressources naturelles du bassin du Niger.

Projet Mékrou, pas d’inquiétude pour le retard dans la conduite des études

La conduite des études nationales sur l’identification des priorités de développement dans le bassin transfrontalier de la Mékrou avec atelier de restitution et de validation dans chaque pays (Bénin, Burkina Faso et Niger accuse un retard. En raison de situations diverses liées à la situation socio politique et le retard dans la signature des contrats avec les consultants nationaux les choses ne se sont pas déroulées selon les programmes initiaux.

Ghana, le WACDEP soutient l’organisation d’un atelier avec les journalistes

Le Partenariat National de l’Eau du Ghana (PNE-Ghana), en collaboration avec la Fédération des journalistes de l'environnement (FEJ) de l'Institut ghanéen de journalisme (GIJ) a organisé un séminaire «Apprendre et Partager" sous le thème "Dynamique des rapports environnementaux". Le séminaire a eu lieu le 10 Mars, 2016 dans la salle de séminaire du GIJ.  Le but de cette activité était d’offrir une plate-forme aux étudiants qui ont participé à la visite de terrain en Janvier 2016 pour partager les connaissances acquises avec le reste des membres et les parties prenantes de la Fédération.

 

Audit des comptes du GWP-AO

A l ‘exception du PNE Niger où il existe encore des recommandations de 2014 non ou partiellement mise en œuvre, la quasi-totalité des recommandations formulées au 31 décembre 2014 ont été mise en œuvre au PNE Burkina, PNE Bénin et au GWP/AO. Au titre des nouvelles recommandations formulées au 31 décembre 2015, il faut noter que la quasi-totalité a déjà été mise en œuvre avant la finalisation du rapport d’audit 2015 au niveau du Burkina et du GWP/AO...

Côte d’Ivoire, célébration de la Journée Mondiale de l’eau et la Semaine Nationale de l’Eau

La célébration de la Journée Mondiale de l’Eau 2016 et celle de la deuxième édition de la Semaine Nationale de l’Eau en Côte d’Ivoire (JME 2016/ SNE-CI 2016) ont eu lieu du 22 au 24 mars dans à Abidjan. Le thème de la SNE 2016 s’insère parfaitement dans celui de la JME 2016 : « Côte d’Ivoire, pays émergent à l’horizon 2020 : quelles contributions du secteur de l’eau à la création d’emplois et de richesses ? ».

PNE Burkina, organisation des trophées de l’eau et l’assainissement

Les trophées de l’eau et l’assainissement sont une initiative du Partenariat National de l’Eau (PNE) Burkina pour permettre d’identifier des actions pertinentes dans le secteur de l’eau et de l’assainissement, de reconnaitre et d’honorer les efforts consentis par les personnes physiques et morales qui sont soit à la base ou ont contribué à la réalisation de ces actions. Les trophées ambitionnent de donner de la visibilité et promouvoir le secteur eau et assainissement comme secteur au cœur du développement durable.

PROGIS, visite du site pilote du PNE Burkina Faso à Komki Ipala

Une rencontre  de concertation s’est tenue le 21 mars 2016 entre le PNE-BF, les autorités communales et services techniques déconcentrés de Komki-ipala pour définir les modalités, la stratégie et le chronogramme de mise en route du projet pilote PROGIS/AO. Pour faire suite à cette rencontre une mission de terrain conjointe PNE-BF/GWPAO a été effectuée le 25 mars 2016 sur le site de démonstration du PNE Burkina Faso.

Burkina, visite commentée du site de démonstration WACDEP

Le PNE Burkina a organisé le 4 mars 2016 à Ramintenga dans la commune de Loumbila la visite commentée du site du projet de démonstration du goutte à goutte du Programme WACDEP. Cette visite a réuni  la mairie de Loumbila, la Chambre  Régionale de  l’Agriculture du Plateau central, la DRAHASA, le chef ZAT, l’Association Malgb-Zanga, le comité  local de l’Eau Massili Nord, le groupement SIDWAYA, et le PNE-Burkina.

Bénin, feuille de route pour le nexus Eau, sécurité alimentaire et Changement climatiques

Le Partenariat National de l’Eau du Bénin, avec l’appui financier de l’agence allemande de coopération technique GIZ à travers le Programme ProSEHA, a organisé du 24 au 25 mars 2016, un atelier de restitution des résultats du processus et d'élaboration de la feuille de route de mise en œuvre des recommandations de la consultation nationale sur l’eau et la sécurité alimentaire en soutien aux programmes de développement de l’agriculture en Afrique (PDDA).

Bénin les opportunités du secteur de l’eau pour l’emploi aux jeunes en débat à la JME

Le mardi 22 mars 2016, s’est déroulé à l’Amphi HOUDEGBE au Campus de l’Université d’Abomey-Calavi (UAC), la célébration de la 23ème Edition de la Journée Mondiale de l’Eau (JME), en présence du Recteur de l’Université Brice SINSIN. L’activité qui s’inscrit dans le cadre de la convention de partenariat entre l’Institut National de l’Eau (INE) et le PNE-Bénin a permis aux deux partenaires soutenus par CARE, Abms PSI et la Société d’eau FIFA de célébrer la Journée Mondiale de l’Eau, sur le thème « EAU et EMPLOI ».

Atelier de formation sur l’éducation à l’hygiène et le suivi de l’Hygiène et l’Assainissement en Milieu Scolaire (HAMS)

Cette formation dont l’objectif est de créer et de maintenir des « Ecoles Amies de WASH ou de l’hygiène» fait suite à la session précédente déroulée en 2015. Elle s’inscrit dans le cadre de la promotion des Clubs Avocats de l’Eau (à travers la mise en place et l’animation des Comités Scolaires de Santé) pour une  Education à l’adoption des bonnes pratiques en matière de gestion rationnelle de l’eau, de l’hygiène et de l’assainissement en milieu scolaire, basée sur l’approche par les pairs.

IPFM, first studies available

The Integrated Programme on Flood Management has started some activities at the end of 2015 in West Africa. The first drafts of country studies of Mali, Benin and Ivory Coast on the status and needs assessment on flood management in the Volta Basin are available. These studies have been shared with the international consultant firm PEGASYS.

Senegal, the CWP celebrates WWD with stakeholders

The Chair of Senegal CWP and three members of the steering committee took part in the various activities related to the celebration of the World Water Day in the countries. The official ceremonies took place in Saint Louis this year. The CWP contributed in finalizing the official communications that were delivered in addition to contributing to the panel discussions.  The scientific panel took place on the topic “Water and Employment” and presided by the Minister of Hydraulics and Sanitation, Mr. Mansour FAYE.

Mali prepares for the IDMP demonstration action

The CWP has signed a convention with NGO AED for the implementation of the Integrated Drought Management Project (IDMP) demonstration pilot action in the country. Questionnaires have been developed and administered in the five (5) villages that will be covered by the implementation of the demonstration project.

DMP fund raising throughout project implementation

Fund raising is a continuous activity at national and regional levels that emphasizes technical and financial support from partners in the implementation of the IDMP activities. For the demonstration projects a total contribution of the partners of Burkina Faso CWP including the 43% for an amount of 16,166 euros. In Mali a contribution of 12% for an amount of Euros 3,046 for the partners of CWP Mali.

IDMP acting for environment

The IDMP Project manager participated to the commemoration of the African Environment Day "Wangari Maathai Day" of the African Union in Addis Ababa from 1 to 06 March 2016. The opportunity was good to learn about several African initiatives driven by women and enable their empowerment and financial independence.

 

Regional Technical Committee Meeting of GWP / WA

The Regional Technical Committee met for the first time since its establishment on 30 and 31 March 2016 in the offices of GWP / WA with the Secretariat and the President. The meeting allowed the members of the Technical Committee to update on the current dynamics within the GWP, in this transition period to the 2017-2019 work program in order to build its position to contribute in the way the most effective. The members of the Technical Committee and reviewed the roles and responsibilities conferred on them, the 2014-2019 strategy of GWP in implementation progress…

Budget and Finance Committee meeting

The Budget and Finance Committee is an ad hoc committee set up by the Steering Committee to review documents including work plans, budgets and progress and financial reports to give its opinion on the level of implementation GWP West Africa budgets. It is in this capacity that the CBF met on 31 March and 1 April 2015 at the headquarters of GWP / WA in Ouagadougou to study all documents to be submitted to the Steering Committee....

Chair visits to prepare with secretariat RTC and CBF meetings before SC one

Pr. Abel AFOUDA visited the secretariat from 21 to 26 March 2016. He discussed with the personnel all issues from traditional running ones to project technical and planning issues. With the secretariat he agreed to convene the meeting of the Steering Committee electronically and the agenda was discussed. Prior to the meeting of the SC the Ad’hoc committee on Finance and Budget (CBF) had their meeting on 31 March and 1st April in Ouagadougou.

CWP Niger monitoring various projects at country level

The CWP Niger has coordinated with the consultants to send data in the framework of the Mékrou Project and tackling some burning issues in relation with data collection in the country. In the framework of the Integrated Drought Management Project (IDMP) in Niger, the CWP has signed a convention with the “Potol” Union of Torodi, the town where the demonstration project will be implemented....

Mékrou project, monitoring for the implementation of the political framework agreement

A scanned version of the Framework Agreement signed on December 21, 2015 by Benin, Burkina and Niger was transmitted to all members of the Advisory Committee, to the nine (9) Ministers related to NBA through the National Focal Structures of NBA, as well to the Regional Coordination of users of the natural resources of the Niger basin (CRU-ABN).

Mékrou Project, delay in studies not worrisome

The elaboration of the study on the "Identification of development priorities in the Mékrou transboundary basin" in each country (Benin, Burkina and Niger) with workshops for the restitution and validation has been delayed because of some practical issues. The contracts were signed with some delay with each consultants and some national issues linked to the political and social situation couldn’t allow work to go on correctly

Ghana: WACDEP supported Seminar held

The Ghana Country Water Partnership (CWP-Ghana), in collaboration with the Federation of Environmental Journalists (FEJ) of the Ghana Institute of Journalism (GIJ) organised a “Learn and Share” Seminar under the theme “Dynamics of Environmental Reporting”. The seminar was held on 10th March, 2016 at GIJ Seminar Room. The purpose for this activity was to present a platform for the students who participated in the field trip in January 2016 to share knowledge gained with the rest of the Federation members and stakeholders. It was also meant to foster interaction between the members of FEJ and the more experienced and practicing environmental journalists.

Audit Reports, GWP Waf accounts audited

In the 2015accounts audit report, the auditor's conclusion was the following: "We believe that the financial report of the Regional Water Partnership for West Africa (GWP/WA) and the CWPs (Burkina and Ghana) accurately reflect the statement and financial position of the Regional Water Partnership for West Africa and the CWPs (Burkina and Ghana) as of 31st December 2015, consistently with the GWP financial procedures.”

Ivory Coast celebrates WWD and the National Water Week

Ivory Coast has celebrated World Water Day 2016 and the second edition of the National Water Week from March 22 to 24. The topic of celebration was inspired from the global theme: "Ivory Coast, emerging in 2020: what contributions of the water sector to creating jobs and wealth? »
Initiated by the Ministry of Water and Forestry (MINEF) in collaboration with other water stakeholders and technical and financial partners, the joint celebration of both events covered three (3) days and was attended by government structures, private companies and civil society..

Burkina, the CWP looking for the IDMP demonstration site

The Country Water Partnership of Burkina is looking for a site for its Integrated Drought Management Project (IDMP) pilot demonstration action. On March 21, 2016, a meeting was held with the authorities and technical services of the municipality of Komki –ipala to discuss the modalities, strategy and project start-up timing. After discussions it was agreed that the CWP should meet the Village Chief and landowners to explain the content and expectations and get their commitment despite the initial introduction that was already done. This meeting was done on March 25 in collaboration with the IDMP project Manager at reginal level.

CWP Burkina prepares the water and sanitation awards

The water awards is the last initiative of the Country Water Partnership (CWP) of Burkina Faso. The aim of the Water and Sanitation Awards is to enable the identification of relevant actions in the water and sanitation sector, in order to acknowledge and honor the efforts of individuals and legal entities which are either at the base or contributed to the achievement of these actions. The ambition is to give visibility and promote water and sanitation as central to sustainable development in the country.

Benin celebrates World Water Day with water sector opportunities for youth employment debate

On Tuesday, March 22, 2016, the 23rd edition of the World Water Day was celebrated by the National Institute of water (INE) and CWP Benin with support from CARE, Abms PSI and water Company FIFA. A panel debate was organized on the Campus of the University of Abomey Calavi (UAC), in the presence of the Rector of the University Brice SINSIN on the theme “Water sector in Benin: What employment opportunities for young people?" in relation to the global topic “Water and Employment."

Benin, road map for the Nexus Water, food security and climate change

Development of a roadmap to implement recommendations of the national consultation on water and food security in support of agriculture development programs in Africa. The Country Water Partnership of Benin, with financial support from the German technical cooperation agency GIZ through the ProSEHA Programme, organized from 24 to 25 March 2016 a restitution workshop of the results and the development process for the implementation of the roadmap recommendations of the national consultation on water and food security in support of agriculture development programs in Africa (PDDA)....

Benin: Training workshop on school hygiene and hygiene and sanitation monitoring

This training is the follow up of the previous session held in 2015, and is part of WASH activities in schools, a project implemented by the NGO Protos and the CWP under the MYP and CASCADE programs. It is part of the promotion of Water Lawyers Clubs (through the creation and animation of School Health Committees) for an education for the adoption of best practices in the rational management of water, hygiene and sanitation in schools based on the peer approach.
