State of the Art Priorities and Challenges in Transboundary Basins in Africa

This report examines the critical role of water security in achieving Africa’s long-term growth targets under Agenda 2063. Focusing on transboundary river basins, the analysis identifies how climate change and population growth are straining shared resources and increasing the risk of conflict. Through a multi-disciplinary review of scientific and technical literature, the study pinpoints major gaps in data accessibility and methodological consistency among river basin authorities. It outlines strategic actions in Science, Technology, and Innovation (STI) to address food insecurity, waterborne diseases, and energy demands. The report concludes that establishing a shared, objective database and fostering inter-sectoral dialogue are essential steps to ensuring equitable water allocation and regional stability in the face of environmental change.
