Mékrou Project: Cooperation framework agreement signed to promote transboundary dialogue
The ministers in charge of water of Benin, Burkina and Niger have signed on 22 December 2015 in Cotonou, Benin the framework agreement of cooperation for the promotion of political dialogue and sustainable development of the Mékrou basin, an affluent of the Niger River shared by the three countries. The general objective of this Cooperation Framework Agreement is to promote political dialogue and sustainable development of the three states in order to facilitate good governance in the planning and the integrated and sustainable management of the natural resources of the Mekrou Transboundary sub-basin, taking into account socio-economic needs, food security, poverty reduction through the preservation, the conservation of ecosystems and the improvement of the living conditions of local communities.
Validation of the Mekrou project monitoring and planning document
The Global Water Partnership West Africa Secretariat has validated the document on the monitoring and planning of activities of the project intitled "Water for growth and poverty reduction in the Mekrou transboundary river basin" or Mekrou Project. This is an EU funded GWP project implemented by GWP West Africa and the Joint Research Center (JRC) of the European Union.
Ghana: Life and environment sacrificed for gold? Journalists visit Prestea-Huni Valley District
As part of the ongoing efforts to generate more interest among journalists in reporting on environmental issues, the Ghana Country Water Partnership (CWP-Ghana) has supported some members of the Federation of Environmental Journalists (FEJ) of the Ghana Institute of Journalism (GIJ) to undertake a four day field trip. This trip was organised to the Prestea-Huni Valley District in the Western Region to build the students’ capacity in Environmental Reporting. The purpose of the Field trip was to train the students’ practically on on-field data gathering and reporting methodologies. The trip was from 06th to 09th January, 2016. There were 21 participants. Leading the team was Mr Frederick Asiamah, an environmental journalist and expert from the Ghana WatSan Journalists Network (GWJN).
IDMP WAf, partners satisfied with the first year of implementation
The Integrated Drought Management Project in West Africa (IDMP-WA) made its internal assessment of the first year of project implementation and discussed the existing national plans during a meeting. The meeting, held in Ouagadougou from 8 to 10 December 2015 was an opportunity to discuss the main actions undertaken during the first year of implementation of the project. Among these actions the review in detail of the initiatives / institutions in Burkina Faso, Niger, Mali and at regional level, starting the establishment of national and regional platforms of exchanges on integrated drought management, the development by CWP and their partners of demonstration project documents, the identification of training needs for stakeholders and also the preliminary exchanges with the ECOWAS/WRCC to advocate for the development of regional guidelines ondrought
Visiting the WACDEP Pilot Project Implementation Site.
The Regional Coordinator visited the Ramitenga site where the Burkina WACDEP is implementing its pilot project for the demonstration of drip irrigation through solar energy to boost agricultural production. The field visit was organized on January 12, 2016 by the CWP-BF. Together with the Secretary General of the Municipality of Loumbila, the WACDEP regional manager, the Burkina CWP team, discussions were done with the beneficiaries and the experts who are coaching the implementation
GWP WAf at the ANBO meeting
08 Feb The Regional Coordinator took part in the enlarged meeting of the African Network of Basin Organizations (ANBO) Coordination Office and to the meeting of the Project Steering Committee SITWA in Dakar, on 15 to 17 December 2015. As a member of SITWA Steering Committee on behalf of GWP / WA the regional coordinator participated in both meetings organized by SITWA in Dakar.
Solar energy installations definitely fixed for GWP / WA.
After a year of operation to the satisfaction of the solar installations, and in accordance with the contract, a general review of equipment installed was made, followed by a final acceptance on December 23, 2015 by the Executive Secretary. Pending an assessment on the financial gains (for depreciation) it is noted that the fans, lamps and electrical outlets are exclusively supported by solar energy.
SDGs preparedness in Ghana and Mali
GWP is planning to help some countries for their preparedness to implement the UN Sustainable Development Goals (SDGs) adopted in September 2015 as a follow up to the MDGs. Ghana and Mali are the two countries that have been chosen by GWP to be the pilot countries on supporting countries in the implementation and monitoring of the SDGs. The initiative is starting in 2016 and to prepare the ground meetings were done with relevant officials to inform them of the initiative
Workshop on integrated urban water management
A workshop on the Integrated Urban Water Management was help in Abidjan from 25 to 28 JAnuary 2016. This workshop was jointly organized by Global Water Partnership and the African Water Facility. It was attended by important personlities from GWP and the African Development Bank. It aimed at sensitizing participants on the principles and benefits of the integrated management of urban water.
Project on Flood Management in Côte d’Ivoire
The Chair and Executive Secretary of the Ivory Coast Country Water Partnership (PNECI) have met the Focal Point of the national platform for the reduction of disaster risks. This is meant to mobilize key partners for the implementation of the Integrated Flood management Programme in Ivory Coast. The work planned for the IPFM goes in line with the agenda of the platform, said the Focal Point, prof. OCHOU Abé Delfin.
Projet Mékrou : Signature de l’accord de coopération pour la promotion du dialogue politique
Les ministres en charge de l’Eau du Bénin, du Burkina Faso et du Niger, ont signé le 22 décembre 2015 à Cotonou, l’accord-cadre de coopération pour la promotion du dialogue politique dans le bassin transfrontalier de la Mékrou, un affluent du fleuve Niger, partagé entre les trois pays. L’objectif général de cet « Accord-cadre de coopération est de promouvoir, à travers une croissance verte, le dialogue politique et le développement durable entre les trois Etats en vue de favoriser la bonne gouvernance dans la planification et la gestion intégrée et durable des ressources naturelles du sous bassin transfrontalier de la Mékrou, en prenant en compte les besoins socio-économiques, la sécurité alimentaire, la lutte contre la pauvreté à travers la préservation, la conservation des écosystèmes et l’amélioration des conditions de vie des communautés locales ».
Validation du document de suivi évaluation
Le Secrétariat Exécutif du GWP Afrique de l'Ouest a validé le manuel de suivi-évaluation des activités et sous-activités du Projet Mékrou (« L’eau au service de la croissance et de la lutte contre la pauvreté dans le bassin transfrontalier de la Mékrou »). C’était lors d’un atelier de retraite les 28 et 29 janvier 2016. Le projet Mékrou financé par la Commission de l'Union Européenne est mis en œuvre par le Partenariat Régional de l'Eau de l'Afrique de l'Ouest (GWP-AO) et le Centre Commun de Recherche (CCR) de l'Union Européenne
Le PNE Ghana a organisé une visite de terrain de quatre jours à l’intention des membres du réseau des journalistes pour l’environnement du Ghana Institute of Journalism (GIJ). Ce voyage don l’objectif est d’intéresser davantage les journalistes en renforçant leurs capacités sur les questions environnementales a été organisé a Prestea-Huni Valley dans la région de l'Ouest. Les visiteurs sont essentiellement des étudiant journalistes en quête d’information environnementale qui ont été initiés aux techniques de collecte sur le terrain et les méthodes de traitement de l’information. Le groupe de 21 participants était dirigé par M. Frederick Asiamah, un journaliste de l'environnement et expert Réseau des journalistes eau assainissement du Ghana (GWYN).
PROGIS-AO, les partenaires satisfaits de la première année de mise en œuvre
Le Projet de Gestion Intégrée de la Sécheresse en Afrique de l’Ouest (PROGIS-AO) a tenu sa rencontre bilan pour faire une évaluation interne de la première année de mise en œuvre du projet et échanger sur les plans nationaux existants.
La rencontre qui s’est tenue à Ouagadougou du 8 au 10 décembre 2015 a permis de discuter des principales actions menées aux cours de la 1èreannée de mise en œuvre du PROGISAO.
Visite sur le Site du projet Pilote WACDEP Burkina
Le Secrétaire Exécutif a rendu une visite sur le site de Ramitenga, où se mène le projet pilote sur l’irrigation goutte à goutte avec utilisation de l’Energie solaire pour le pompage de l’Eau. Cette visite a été organisée le 12 janvier 2016 par le PNE-Burkina. Après une rencontre avec le Secrétaire Général de la Mairie de Loumbila, le Secrétaire Exécutif accompagné du chargé de projet WACDEP et de l’équipe du PNE Burkina ont pu échanger avec les populations bénéficiaires et l’encadrement du projet sur place notamment le CLE Massili et l’Association Malgb Zanga
Le Secrétaire Exécutif a pris part à la réunion élargie du Bureau de Coordination du Réseau Africain des Organismes de Bassin (RAOB) et à la réunion du Comité de Pilotage du Projet SITWA à Dakar, en république du Sénégal du 15 au 17 décembre 2015. La réunion du a été l’occasion de relire les statuts révisés du réseau Africain des Organismes de Bassins, qui seront adoptés à la prochaine Assemblée Générale.
Réception définitive des installations solaires mis en place pour le bureau du GWP/AO.
Après une année de fonctionnement à la satisfaction générale des installations solaires, et conformément au contrat, une revue générale des équipements mis en place a été faite, suivi d’une réception définitive le 23 décembre 2015. En attendant une évaluation sur le gain sur le plan financier (pour l’amortissement) il est à noter que les brasseurs, la lumière et les prises électriques sont presqu’exclusivement pris en charge par l’énergie solaire, offrant ainsi une grande indépendance vis-à-vis de la société nationale.
Préparation aux ODD dans les pays
Le GWP a développé un projet en vue de soutenir certains pays à se préparer à la mise en œuvre des Objectifs de Développement Durable (ODD) adoptés en septembre 2015 comme une suite des OMD. Le Ghana et le Mali sont les deux pays retenus au finish par le GWP pour être les pays pilotes pour l’appui aux pays dans la mise en œuvre et le suivi des ODD. Ce projet doit démarrer en 2016 et il s’est agi avec les PNE des deux pays de préparer le terrain en rencontrant les responsables pertinents
Atelier sur la gestion des eaux urbaines
Un important atelier sur la gestion intégrée des eaux en milieu urbain a eu lieu en Côte d’Ivoire du lundi 25 au jeudi 28 janvier 2016. Organisé par le Partenariat Mondial de l’Eau (GWP) et la Facilité Africaine de l’Eau (FAE), la rencontre d’Abidjan a vu la participation d’éminentes personnalités issues des deux institutions. Monsieur N’DRI Koffi, Président du PNECI a pris part à la rencontre au nom du Partenariat Régional de l’Eau de l’Afrique de l’Ouest (GWP/AO) dont il est membre du Comité de Pilotage
Projet gestion intégrée des inondations en Côte d’Ivoire
Le lundi 11 janvier 2016, M. N’DRI Koffi et M. KOUADIO François, respectivement Président et Secrétaire Exécutif du PNECI, accompagné de M. JIBIKILAYI, Consultant national recruté pour la mise en œuvre du projet ‘’Gestion intégrée des inondations’’ en Côte d’Ivoire, ont rencontré le Point Focal de la plateforme nationale pour la Réduction des Risques de Catastrophes, Prof. OCHOU Abé Delfin. Cette rencontre s’inscrit dans le cadre de la recherche des acteurs clés pouvant contribuer à la mise en œuvre du projet dont le PNECI assure la coordination.
